On December 10, the second meeting of the Exporters Club was organized by Azerbaijan Export and Investment Promotion Foundation (AZPROMO) with the support of Ministry of Economy and Industry at Baku Business Center.
Deputy Minister of Economy and Industry Sahil Babayev pointed out that the economic diversification and development of non-oil sector was a priority, and entrepreneurship was the leading force in the development of the non-oil sector. It was noted that the inspections in the field of entrepreneurship was suspended and administrative procedures in the areas of customs and licensing were simplified by the relevant decrees of the President of the Republic of Azerbaijan. Measures taken to improve the business and investment climate of the country are highly appreciated by international organizations. Deputy Minister Sahil Babayev stressed that Azerbaijan has risen to 63rd place from 80th place improving its position by 17 points and become one of 24 countries that carried out 3 or more reforms in "Doing Business 2016". According to "Global Competitiveness Report 2015-2016", Azerbaijan was ranked 40th among 140 countries, and protects its leading position among CIS countries for the 7th consecutive year. The development of the non-oil sector is one of the main directions in the Development Concept "Azerbaijan – 2020: Look into the Future" and the work done in accordance with the concept will be important in the economic diversification and the expansion of export geography.
It was noted that in order to expand the country's export capacity it is intended to create logistics centers within the country and abroad. The first logistics center of Azerbaijan has been already created in Aktau city of Kazakhstan. Logistic Centre that will provide storage and sale of agricultural and other food products offers a variety of opportunities and advantages to entrepreneurs, especially exporters.
The Exporter Club created to support manufacturers in the export of Azerbaijani products to foreign markets establishes a platform for communication between exporters. The information on the mechanisms of support for exporters provided by the Ministry of Economy & Industry and AZPROMO was delivered to the participants it the meeting.
It was noted that the production of competitive products, export diversification, expanding the volume of export of non-oil products were priority tasks. To this end, consistent and systematic measures are being taken for the expansion of exports of non-oil sector, further improvement of the business environment and increasing the volume of shipments. The Coordinating Council on Transit Cargo, established with the decree of the President of the Republic of Azerbaijan dated October 21, 2015, paves the way for increasing the transit capacity of the country, and continues to work for increasing export capacity and the volume of cargo, easier and more effective implementation of the transportation of goods.
Deputy Chairman of the State Customs Committee Shahin Bagirov spoke about improvement of state regulation of trade in the Republic of Azerbaijan, export procedures and innovations implemented in this area, the work done in the field of simplification of export procedures, and gave information about the documents required for export, their purchasing rules, clearance of customs declarations, as well as giving preference to electronic methods and other issues. He invited the representatives of the exporting companies to participate actively in seminars and other events organized to raise awareness about export documentation.
Deputy Chairman of "Azerbaijan Caspian Shipping Company" CJSC Farhad Guliyev spoke about the current state of marine transportation, logistics capabilities of seaports and the potential of the existing transport infrastructure in the transportation of local products and transit cargo. He pointed out simplification of transport from sea ports and terminals through sea, as well as the work done for easier delivery of cargo to a destination. It was noted that 20% discount is applied on the price of transportation and visits are held to Aktau and Turkmenbashi ports at least 2 and 3 times a week.
The head of "Consumer Goods Expertise Center" LLC Fazil Mammadov spoke about the mechanism of issuance of the certificate of origin, and pointed out that the amount of state fee for the issuance of certificates of origin was reduced by 30% by the decision of the Tariff (Price) Council, and acceptance of the documents for the certificate of origin was carried out in electronic form.
Head of Sector of "Consumer Goods Expertise Center" LLC Elchin Malikov and the representative of the State Service for Antimonopoly Policy and Consumer Rights' Protection Mustafa Hasanov made presentations on the mechanism of issuance of quality certificate.
At the same time, the services provided by AZPROMO for the promotion of non-oil exports were informed at the meeting.
