To the attention of individuals and legal entities!
The Resolution of the Cabinet of Ministers of the Republic of Azerbaijan dated June 19, 2020 No. 208 "On additional measures to tighten the special quarantine regime" identifies areas of work and services allowed to operate in the country.
Issuance of work permits to employees working in these areas is carried out on the basis of the requests of employers through icazə.e-gov.az website, in accordance with the areas determined by the relevant decision of the Cabinet of Ministers and the document of State Statistics Committee on "Classification of economic activities”. Permits are also issued taking into account the requirements for areas of activity in which the number of employees is limited in accordance with the Resolution No. 220 of the Cabinet of Ministers, dated June 25, 2020.
In order to prevent permit system abuse and reduce the risk of infection of the citizens, on July 5 the State Agency for Public Services and Social Innovations revoked from icazə.e-gov.az a part of permits that did not comply with the Resolution No. 208 of the Cabinet of Ministers dated June 19, 2020. Permissions granted to organizations that are not related to areas whose activities are allowed by the relevant Resolution of the Cabinet of Ministers, as well as permissions granted to the employees working in organizations who violated the requirements for a limited number of employees have also been annulled.
The Ministry of Economy once again brings to the attention of legal entities and individuals that due to the revocation of part of the permits, legal entities and individuals whose activities are permitted should, within the framework of the established rules, re-regulate the registration of employees on the icaze.e-gov.az portal. In the process of issuing permits, the number of employees employed under the employment contract and the classification code will be taken into account. Information about the employees who will be working during the next week must be entered to the portal by the employer in advance.
It was emphasized that it would not be impossible to introduce appeals on the portal regarding employees working in those areas whose functioning is not authorized by the Cabinet of Ministers. The list of taxpayers whose activities are authorized by the State Tax Service under the Ministry of Economy and who are registered in cities and regions where a special quarantine regime is applied, as well as the list of taxpayers' business entities (facilities) located in these cities and regions, are provided in real time to the State Agency for Public Services and Social Innovations under the President of the Republic of Azerbaijan to be entered in the icazə.e-gov.az portal.
As of 17:00 Sunday, July 5, 453,781 employees have already received their work permits based on the requests submitted by 38,348 employers through the icazə.e-gov.az portal.
Legal entities and individuals may apply directly to the Ministry of Economy in special cases arising in connection with the regulation of permits.
Once the employer entered into the portal the data of persons who are allowed to move in the orange zone, the latter may leave the zone on the basis of travel documents issued by the employer.
