In 1918-1920, the first Ministry of Trade and Industry of independent Azerbaijan functioned in the government of the Azerbaijan Democratic Republic. In 1920-1991, economic issues in the Azerbaijan SSR, which was part of the USSR, were regulated by such bodies as the Commissariat of Trade, Industry and Food, Ministry of Trade and Industry, and State Planning Committee of Azerbaijan SSR. By the Decree of the President of the Republic of Azerbaijan dated April 30, 2001, the Ministry of State Property, the Ministry of Economy, the Ministry of Trade, the State Committee for Antimonopoly Policy and Support to Entrepreneurship and the Foreign Investment Agency were abolished, and the Ministry of Economic Development was created on their basis.
The Ministry of Economy and Industry of the Republic of Azerbaijan was established on the basis of the Ministry of Economic Development of the Republic of Azerbaijan by the Presidential Order of the Republic of Azerbaijan dated October 22, 2013 "On the establishment of the Ministry of Economy and Industry of the Republic of Azerbaijan". The Presidential Order of the Republic of Azerbaijan dated January 15, 2016 established the Ministry of Economy of the Republic of Azerbaijan on the basis of the Ministry of Economy and Industry of the Republic of Azerbaijan.
Pursuant to the Decree of the President of the Republic of Azerbaijan Ilham Aliyev dated October 23, 2019, the functions and structure of the Ministry of Economy have been expanded. By the Decree, the Ministry of Taxes, the State Committee for Property Issues and the State Service for Antimonopoly Policy and Consumer Market Control were integrated into the structure of the Ministry of Economy with the status of relevant public services. And the Decree of the President of December 30, 2019 approved the “Regulations on the Ministry of Economy of the Republic of Azerbaijan”.
