The presentation of the "Guidelines for the Procurement of Artificial Intelligence" project, prepared by the World Economic Forum and translated into Azerbaijani, was held in order to ensure the correct purchase of artificial intelligence technologies and to ensure the wider spread of these technologies.
An event was held on the topic "Artificial intelligence in the next generation economy: challenges and opportunities" with the joint organization of the Fourth Industrial Revolution Analysis and Coordination Center (4SIM) under the Ministry of Economy, the World Economic Forum (WEF), the State Service for Antimonopoly and Control over Consumer Market under the Ministry of Economy, the Export and Investment Promotion Agency - AZPROMO.
The main purpose of the event is to exchange the experiences of experts in the field of artificial intelligence and machine learning, to ensure the correct procurement of 4SI technologies and the wider distribution of these technologies.
Making a speech at the event, Deputy Minister of Economy Sahib Alakbarov pointed out that accelerating the transition to the digital economy is one of the priority issues in our country, stressed the need to use digital technology to support economic growth, increase the competitiveness of sectors, facilitate citizens' access to services and promote the improvement of public services. The deputy minister drew attention to the importance of preparing the New Generation Economy Strategy of Azerbaijan in terms of the development of the digital economy.
Head of the State Service for Antimonopoly and Control over Consumer Market under the Ministry of Economy, Mammad Abbasbeyli informed about the directions of activity of the institution he leads, institutional reforms on improving the legislative framework for public procurement, measures implemented in the fields of quality infrastructure and protection of consumers' rights, innovations and future perspectives in the procurement process, the e-tender platform and the possibilities of applying artificial intelligence on the platform in the future.
The head of the Export and Investment Promotion Agency - AZPROMO, Yusif Abdullayev, mentioned the importance of the integration of the technologies of the fourth industrial revolution in the process of the Agency's activity, promotion of exports and attraction of foreign investments, and provided information about the practices applied in the global economy in this field.
Fariz Jafarov, executive director of the Center for Analysis and Coordination of the Fourth Industrial Revolution (4SIM), informed about the activities of 4SIM, current projects, artificial intelligence initiatives envisaged in the New Generation Economy Strategy, the cooperation between 4SIM and the World Economic Forum and the importance of the "Guidelines for Procurement of Artificial Intelligence" in the process of applying and purchasing artificial intelligence in various fields. It was concluded that Azerbaijan Center of the Fourth Industrial Revolution Network of DIF is the second center after Brazil to translate the manual into its language.
The head of the Artificial Intelligence and Machine Learning Platform of the World Economic Forum, Uber Xelop, made a presentation on the "Artificial Intelligence Procurement Guidelines" project at the "Artificial Intelligence Procurement Guidelines" Workshop held as part of the event.
Clara Langevin, Head of the Platform for Artificial Intelligence and Machine Learning of the Fourth Industrial Revolution Brazil, Merve Ayyuce Kızrak, Artificial Intelligence specialist of Turkey's Digital Transformation office, Jana Novohradska, specialist of the Ministry of Investment, Regional Development and Informatization of Slovak Republic, made presentations on the implementation of artificial intelligence in the countries they represent, legislation and regulatory mechanisms in this field.
Note: The project "Guidelines for Procurement of Artificial Intelligence" was developed by the World Economic Forum. The project offers enterprises correct and transparent methods in the procurement process of artificial intelligence and data-based technologies. The project also provides a guidebook for the implementation of artificial intelligence technology in the public sector through public procurement and a set of tools related to the implementation of artificial intelligence technologies. These guidelines are already applied in Brazil, England, India, and the Kingdom of Bahrain.
