One of the fundamental objectives declared in our Constitution—ensuring the territorial integrity and sovereignty of our country—has been fully restored, and Azerbaijan has transformed into a strong and successfully developing state.
Within the framework of the “Year of the Constitution and Sovereignty,” a conference titled “National Leader Heydar Aliyev is the Author of the Independent Constitution of Azerbaijan” was held at the Ministry of Economy. The event commenced with the national anthem, followed by a moment of silence to honor the memory of National Leader Heydar Aliyev and the martyrs who sacrificed their lives for the territorial integrity and sovereignty of our country.
Deputy Minister of Economy Sahib Alakbarov emphasized that the President’s declaration of 2025 as the “Year of the Constitution and Sovereignty” is a historic step in promoting national sovereignty and legal values. It was noted that thanks to the great rescue mission of National Leader Heydar Aliyev, who returned to power in 1993 at the people’s demand, stability was ensured in the country, laying a solid foundation for modern state-building. The Constitution, drafted under the leadership of the National Leader and adopted on November 12, 1995, serves as the basis for legislative and institutional reforms in the country. Under his leadership, macroeconomic stability was achieved in a short period, foreign economic relations were strengthened, investments were attracted to the country, and the foundations of a new era of entrepreneurship were established.
It was emphasized that the development strategy of the National Leader is being successfully continued with new achievements under the leadership of President Ilham Aliyev. Azerbaijan has become an economic power center in the region, and the country’s territorial integrity and sovereignty have been fully restored. Measures aimed at implementing flexible economic approaches, further improving the favorable business and investment environment, and attracting investments are enhancing the country’s economic achievements.
The Rector of the Justice Academy of the Ministry of Justice, Shahin Aliyev, spoke about Heydar Aliyev's state-building activities, noting that he dedicated his life to loyal service to the homeland and the people. It was emphasized that Heydar Aliyev played a decisive role in the formation of the legislative system of our independent state and laid the foundation for national and legal statehood. The multifaceted legacy of the Great Leader serves as an example for each of us.
Chairman of the Legal Policy and State Building Committee of the National Assembly, Member of Parliament Ali Huseynli stated that the “Year of the Constitution and Sovereignty” is a manifestation of the highest respect for our national statehood values and political history. He emphasized the importance of thoroughly studying and promoting Heydar Aliyev’s strong national statehood strategy, our sovereignty chronicle, and the full restoration of our constitutional rights as a result of the liberation of our lands.
