The Government of the Republic of Azerbaijan ("GOA") is implementing a large-scale water and sanitation modernization program to upgrade wastewater treatment infrastructure serving the Greater Baku metropolitan area.
As a key component of that program, GOA is launching the tender process for the Rehabilitation of the Hovsan Aeration Wastewater Treatment Plant and the Installation of New Wastewater Recycling Facilities ("Project") under a Public-Private Partnership ("PPP") modality with the support of the Asian Development Bank (“ADB”) as the Transaction Advisor.
Located approximately 15 km east of Baku, the Hovsan Aeration Wastewater Treatment Plant (“Hovsan WWTP’) is the largest wastewater treatment facility in Azerbaijan and treats a substantial share of the wastewater generated in the Greater Baku metropolitan area. The Project aims to rehabilitate and modernize the existing wastewater treatment plant and develop a new recycled water treatment facility, thereby improving wastewater treatment, expanding water reuse, and strengthening the country's water resilience as targeted by the “National Strategy for Efficient Use of Water Resources” in the country.
The Azerbaijan State Water Resources Agency ("ASWRA") and the Ministry of Economy of the Republic of Azerbaijan (“MOE”), hereby invite qualified private sector companies or consortium/consortia to submit an Expression of Interest ("EOI") for the rehabilitation, financing, operation and maintenance of the Hovsan WWTP together with the design, construction, financing, operation and maintenance of a new recycled water treatment facility under a Design-Build-Finance-Operate-Maintain (DBFOM) scheme.
Completed EOIs (as per the response form attached) must be submitted electronically no later than 21th August 2026 to ppp@economy.gov.az
