The Developing Eight (D-8) Organization for Economic Cooperation

 

·         Establishment date: 1997.

·         Objectives: strengthen the position of member states in the global economy, diversify trade relations and create new economic opportunities, enhance their participation in international decision-making processes and improve living standards in member states.

·         Secretary General: Sohail Mahmood (since 1 January 2026).

·         Chairmanship: The chairmanship of the Organization rotates biennially among the member states in alphabetical order. Indonesia holds the D-8 Chairmanship for 2026–2027.

·         Headquarters: İstanbul, Tükkiye.

·         Member countries: 9 countries (Azerbaijan, Bangladesh, Indonesia, Iran, Malaysia, Egypt, Nigeria, Pakistan, and Türkiye).

·         Areas of activity: trade and investment, agriculture and food security, energy and minerals, transport, industry, tourism, special economic zones, environment and climate change, health and social protection, small and medium-sized enterprises, information and communication technologies, science and technology, and youth affairs.

 

Information about cooperation between Azerbaijan and the organization

·         Events:

 

o    Azerbaijan formally applied for membership in the D-8 in 2022. As per the decision of the Summit held in Cairo on December 19, 2024, where Azerbaijan's Prime Minister H.E. Ali Asadov participated Azerbaijan was admitted as a new member. Notably, Azerbaijan is the first country to be admitted to the D-8 after its establishment, making it the first non-founding member.

o    On 2 December 2025 the 4th Meeting of the Ministers of Trade of the D-8 was held in Cairo, Arab Republic of Egypt. Deputy Minister of Economy of the Republic of Azerbaijan, Mr. Samad Bashirli participated in the meeting.

o    In the 4th Meeting of the Working Group on the D-8 Preferential Trade Agreement held online on 16 March 2026 the participation of the Ministry of Economy was ensured.

o    On 30 March 2026, the representative of the Ministry of Economy attended 9th Meeting of the Supervisory Committee of the D-8 Preferential Trade Agreement held in Abuja, Nigeria.

o    On 30 April 2026, the representatives of the Ministry of Economy participated at the 9th Meeting of the D-8 SME Governmental Bodies, held in a virtual format.

o    The participation of the representative from the Ministry of Economy in the 5th Meeting of the Expert Working Group on the Expansion of the D-8 Preferential Trade Agreement held online on 8 July 2026 was ensured.

 

·         Proposed D-8 Centres to be hosted by Azerbaijan:

 

o    D-8 Energy and Climate Center: The Center will contribute to strengthening cooperation among member states in the areas of energy security, clean energy transition, climate resilience and sustainable urban development. It will support joint research, data platforms, policy dialogue, advisory services and capacity-building activities.

o    D-8 Media Excellence Center: The Center will contribute to strengthening professional media cooperation, responsible journalism, information exchange and resilience against disinformation. It is envisaged that the Center will operate under the Media Excellence Hub of the Media Development Agency.

o    D-8 Transport Excellence Center: The Center will serve as a regional platform for cooperation in smart mobility, sustainable and multimodal transport systems, transport connectivity and digitalization. It will support the harmonization of transport standards, the promotion of low-emission logistics, research projects and the development of digital platforms.
