Organization of Turkic States

General information about the organization:

  • Establishment day:3rd October, 2009.
  • Member States: Azerbaijan, Turkey, Kazakhstan, Kyrgyzstan, Uzbekistan.
  • Observer States: Hungary, Turkmenistan, Turkish Republic of Northern Cyprus.

· On November 12, 2021, within the framework of the 8th Summit of OTS, the name of the organization was changed from TC to OTS.

  • Purpose: The major objective of the Organization is to create a new common-turkic union for strengthening nations' union speaking same language and living in similar condition, enlarging social and economic relations.
  • Areas of activity: politics, tourism, economy, trade, customs, transport, education, youth and sports, agriculture, justice, migration, information and media, etc.
  • Structure:

1. Council of Heads of State;

2. Council of Foreign Ministers;

3. Council of Elders;

4. Senior Officials Committee;

5. The Secretariat.

Information about cooperation between Azerbaijan and the organization:

  • Meetings of ministers of economy and Working Groups:

The meetings of the Working Group on economy of OTS and the meetings of economy ministers of the member states are held once a year, respectively. The suggestions on improvement of economic relations among the member states and the problems faced by the countries in economic sphere are discussed in the meetings. Meetings in 2012, 2016 and 2021 were held in Azerbaijan.

  • Summit Meetings:

The first Summit meeting was held in Kazakhstan (20-21.10.2011), the 3 rd and 7 th Summit meetings were held in Azerbaijan (15, 16.08.2013, 15.10.2019). On 10.04.2020, at the initiative of the President of the Republic of Azerbaijan, an extraordinary Summit meeting was held in the format of a video conference.

During the 8 th Summit President of the Republic of Azerbaijan Ilham Aliyev was awarded the “Supreme Order of Turkic World” at the 8th Summit of the Organization of Turkic States in recognition of the historic victory that ensured the liberation of the territories of the Republic of Azerbaijan and the restoration of its territorial integrity.

The 9 th (last) Summit meeting was held in Samarkand on 11.11.2022 and the chairmanship was transferred from Türkiye to Uzbekistan. At the same time, Minister of Economy of the Republic of Azerbaijan Mikayil Jabbarov participated at the Summit as the member of the delegation from Azerbaijani side.

During the 9 th Summit meeting, the city of Shamakhi was chosen as the Tourism Capital of the Turkish World and the City of Shusha as the Cultural Capital of the Turkish World for 2023.

  • Economic cooperation:
  • 2nd, 6 th and 10 th Meetings of Ministers of Economy were held in Azerbaijan (2012, 2016, 2021).

· An emergency meeting of the Ministers of Economy and the Heads of the Customs Service dedicated to the fight against the COVID-19 pandemic was held on 06.05.2020 under the chairmanship of the Minister of Economy of the Republic of Azerbaijan.

· The 10 th meeting of the Ministers of Economy, the 12th meeting of the working group on economy, and the Business Forum dedicated to the restoration and development of the Karabakh region of Azerbaijan were held in Baku On 09-11.09.2021 . At the same time, the participants of the event visited the liberated city of Aghdam.

· The 11 th meeting of the Ministers of Economy was held in Samarkand, Republic of Uzbekistan on 09.11.2022.

  • On 16.03.2023, at the initiative of the President of the Republic of Azerbaijan, an extraordinary Summit of the OTS was held in Ankara. Within the framework of the event, the Agreement on the establishment of the Turkic Investment Fund was signed by the Minister of Economy of the Republic of Azerbaijan. Within the framework of the event, a meeting was held between the Minister of Economy Mikayil Jabbarov and the Minister of Trade of the Republic of Turkey Mehmet Mush.
  • On 13-15.09.2023, the 12th meeting of TDT economy ministers, the 14th meeting of the working group on economy and the 10th Congress of the World Turkish Business Congress were held in Istanbul. A delegation led by the First Deputy Minister of Economy took part in the events.
