The Government of the Republic of Azerbaijan is implementing a large-scale modernization program in the water supply and sewerage sector aimed at modernizing the existing wastewater treatment infrastructure in Baku.
As a key component of this program, the implementation of the Hovsan Aeration Wastewater Treatment Plant Rehabilitation and Installation of New Wastewater Reuse Facilities Project is envisaged under a public-private partnership (PPP) framework.
The competitive process for the implementation of the Project has already commenced. The Asian Development Bank, acting as an advisor to the program, is providing support throughout the process.
The State Agency for Water Resources of the Republic of Azerbaijan and the Ministry of Economy of the Republic of Azerbaijan invite qualified private sector companies or consortia to submit an Expression of Interest (EOI) for the provision of services under the Design–Build–Finance–Operate–Maintain (DBFOM) model. The scope of work includes the rehabilitation, financing, operation and maintenance of the Hovsan Aeration Wastewater Treatment Plant (Hovsan WWTP), as well as the design, construction, financing, operation and maintenance of a new facility for the production of reclaimed water.
Located approximately 15 km east of Baku, the Hovsan WWTP is the largest wastewater treatment facility in Azerbaijan and treats a significant proportion of the wastewater generated in the Baku area. The objective of the Project is to rehabilitate and modernize the wastewater treatment plant, as well as to establish a new facility for the production of reclaimed water. This will enable wastewater to be treated more efficiently, expand the scope of water reuse, and strengthen the sustainable use of water resources in line with the country’s National Strategy on the Efficient Use of Water Resources.
