The establishment of industrial parks, public and private industrial districts, and free economic zones, with favourable legal regimes applied to residents registered in these zones, as well as in the liberated territories and the Nakhchivan Autonomous Republic (NAR). These regimes include:
Time-limited or indefinite financial incentives, such as exemptions from taxes and customs duties, compensation for utility costs, and subsidies for social security contributions;
Provision of ready-to-use infrastructure;
Administrative support.
