97% of appeals to Ministry of Economy services made electronically

In the first half of 2025, the services of the Ministry of Economy received over 11.2 million applications, approximately 97% of which were processed electronically.

In the first half of 2025, a total of over 11.2 million applications were recorded for the services provided by the Ministry of Economy. Approximately 97% of these applications (over 10.9 million) were submitted through electronic services. Compared to the corresponding period of 2024, total applications increased by 29%, while applications for electronic services rose by 33%.

The Ministry of Economy provides 285 services to citizens, including entrepreneurs, of which 67% (191 services) have already been digitized. The licensing process, which holds a special place among the services provided to entrepreneurs, has been fully digitalized. Entrepreneurs can apply electronically to the Ministry of Economy for licenses related to their respective types of activities through the “Licenses and Permits” portal. Additionally, license applications can also be submitted via the relevant “ASAN Service” centers and SME Houses. In the first half of 2025, a total of 837 licenses were issued, of which 636 were submitted electronically. The “Licenses and Permits” portal has been operating since 2018, and during this period, 6,526 electronic licenses have been issued through the portal. The portal facilitates the submission of license applications for 23 types of activities under the Ministry of Economy, obtains feedback from 8 relevant authorities, and ensures the official registration of results. The portal was created to minimize direct contact between entrepreneurs and government bodies, eliminate the need to approach multiple institutions for obtaining licenses and permits related to entrepreneurial activities, make the process traceable by users, and reduce the time and resource expenditure of entrepreneurs.

It is possible to access the electronic services provided by the Ministry of Economy through www.economy.gov.az, www.lisenziya.gov.az, as well as the electronic service sections established on the websites of the Ministry’s structural units and subordinate institutions.

Through these platforms, entrepreneurs can obtain necessary economic and legal information, as well as submit applications for legal documents related to their business activities, including licenses, notifications on the registration of grant agreements, and other documents.

In addition, a new version of the “Electronic Services Portal” of the Ministry of Economy has been developed and launched in pilot mode. The portal functions as a single window, enabling users, through their electronic cabinet, to access services not only from the Ministry’s subordinate bodies but also from non-subordinate agencies. The portal allows users to track the execution process of the requested service and provide feedback on the service received.
