At First Azerbaijan International Investment Forum, panel session titled “Sea Breeze and Real Estate” held

The session focused on new trends in the real estate market both in Azerbaijan and globally, urban planning experiences, and major infrastructure projects.

Held under the patronage of President of the Republic of Azerbaijan, Mr. Ilham Aliyev, the forum’s panel was moderated by Stanislav Alexandrov, a representative of Agalarov Development. During the discussion, participants examined new trends in the real estate market in Azerbaijan and worldwide, shared urban planning experiences, and discussed the impact of large infrastructure projects on the national economy. Additionally, the upcoming World Urban Forum, scheduled to be held in Baku in 2026, was presented.

Anar Guliyev, Chairman of the State Committee for Urban Planning and Architecture of Azerbaijan, and Emin Agalarov, President of Agalarov Development and founder and owner of Sea Breeze, shared insights on the development of residential areas both in Azerbaijan and internationally. They discussed new formats and market dynamics, as well as the effects of large-scale urban planning projects on the country’s economy, employment, transportation, tourism, and other sectors.

Several prominent figures participated in the panel discussions, including Darren Combe, CEO of Scott Brownrigg; Abdullah Alsuiry, Development Director of New Murabba Development; Petr Kudryavtsev, founder of CM International; Professor Ali Alraouf, an expert in architecture and urban planning; David Jenkins, Vice President of Business Development for Eastern Europe at Radisson Hotel Group; Aleksis Feuillat, Development Director for the CIS, Türkiye, and Israel at Intercontinental Hotel Group; Umut Kara, Vice President of International Marketing at Merit Hotels & Casinos; and Ritvika Sethi, Senior Manager at MEAIT & Rixos & All-Inclusive Collection. They shared their views on opportunities and technological innovations in implementing urban planning projects.

During the panel session, several agreements were signed. A Memorandum of Understanding (MoU) was signed between Sea Breeze Resort and Crowne Plaza Hotels & Resorts by IHG to construct a 195-room, 4-star hotel. The agreement was signed by Emin Agalarov, founder of Sea Breeze Resort and president of Agalarov Development, and Aleksis Feuillat, Development Director for the CIS, Türkiye, and Israel at Crowne Plaza Hotels & Resorts by IHG.

Another MoU was signed between Sea Breeze Resort, MEAIT, and Rixos for the construction of a 5-star hotel with 504 rooms and 20 villas. Emin Agalarov and Ritvika Sethi, Head of Development at MEAIT and Rixos, signed the document.

Sea Breeze Resort also signed an MoU with Digital Residence, signed by Emin Agalarov and Denis Rudnik, Project Manager at Digital Residence.

In addition, a cooperation agreement on the development of medical tourism and the Sea Breeze Health Valley projects was signed by Emin Agalarov and Konstantin Grinfeld, Head of Sea Breeze Health Valley. An MoU for the joint assessment of potential medical cluster projects, including technical and economic feasibility, was signed between the Azerbaijan Business Development Foundation (ABDF) and Sea Breeze Health Valley, with ABDF’s Executive Director Yasin Jalilov and Konstantin Grinfeld signing the document.

Furthermore, Sea Breeze Resort, Sana Hospital Group, and Don Agro International signed a cooperation agreement to establish an international multidisciplinary medical center. The agreement was signed by Konstantin Grinfeld, Sven Heininger, International Relations Director at Sana Hospital Group, and Marat Devlet-Kildeyev, CEO of Don Agro International.

Lastly, Sea Breeze Resort and the international hotel chain Radisson Hotel Group signed a Memorandum of Understanding for the creation of a new hotel under the Radisson Blu brand. This was signed by Emin Agalarov and David Jenkins, Vice President of Business Development for Eastern Europe at Radisson Blu. The memorandum outlines cooperation in the establishment, management, and provision of services meeting international standards at the Radisson Blu hotel on the Sea Breeze territory. This project aims to contribute to the development of tourism, international promotion, and the opening of new investment opportunities.
