A scientific-practical conference titled “Economic Development is the Basis of Sovereignty,” dedicated to the “Year of the Constitution and Sovereignty,” was held at Nakhchivan State University. The event was organized by the Ministry of Economy of the Republic of Azerbaijan, the Ministry of Economy of the Nakhchivan Autonomous Republic, and Nakhchivan State University.
Rector of Nakhchivan State University, Elbrus Isayev, emphasized the significance of the Presidential Decree declaring 2025 as the “Year of the Constitution and Sovereignty.” He noted that the Constitution of the Republic of Azerbaijan is the guarantor of the country’s sovereignty and the primary source of its legal system. It was mentioned that Nakhchivan State University, as one of the ideological centers supporting the statehood of Azerbaijan, is actively conducting various scientific-practical events, as well as national and international conferences, and research activities with the participation of faculty members and students within the framework of the “Year of the Constitution and Sovereignty.”
In his speech, Deputy Minister of Economy of the Republic of Azerbaijan, Samad Bashirli, stated that in the early 1990s, when the country was grappling with severe challenges, it began to revive under the leadership of National Leader Heydar Aliyev, and a market economy started to take shape. Within a short period, macroeconomic stability was achieved, foreign economic relations were developed, and the foundation for private entrepreneurship was laid. Thanks to the strengthened statehood and economic power under the leadership of President Ilham Aliyev, Azerbaijan secured a historic Victory in the Patriotic War of 2020. In 2023, a one-day anti-terror operation led to the complete removal of remaining Armenian armed forces from Azerbaijani territories, fully restoring the sovereignty of the Republic of Azerbaijan.
Today, under the attention and care of President Ilham Aliyev, our country continues to develop successfully despite current global challenges. In particular, diversification of the business environment and entrepreneurial activity is one of the main priorities of state policy. Comprehensive measures are being implemented to improve a free competitive environment, ensure equal access to resources, and strengthen the effectiveness of state support mechanisms. As a result of the implementation of state programs aimed at the socio-economic development of the regions of the Republic of Azerbaijan—especially those adopted since 2004—significant achievements have been made in the Nakhchivan Autonomous Republic in terms of economic development, creation of new jobs and enterprises, as well as improvement of social infrastructure. These efforts have not only strengthened the existing potential of the region but have also laid an important foundation for Nakhchivan's future development.

Head of the Sustainable Development and Social Policy Department of the Ministry of Economy of the Republic of Azerbaijan, Huseyn Huseynov, delivered a presentation titled “A New Stage in Sovereign Economic Policy: Digital Transformation and Sustainable Development”; Associate Professor of the Department of Accounting and Finance at Nakhchivan State University, Mehriban Imanova, spoke on “Financial Policy and Economic Sovereignty Models in Heydar Aliyev’s Legacy”; Deputy Head and Acting Head of the State Service for Property Issues under the Ministry of Economy of the Nakhchivan Autonomous Republic, Muslum Jabbarzade, presented on “Regional Development Trajectory: Achievements and Future Outlook”; and Head of the Department of the State Tax Service under the Ministry of Economy of the Nakhchivan Autonomous Republic, Zahid Ganbarov, delivered a speech titled “Transformation of the Modern Tax System in the Sovereign Economy of Azerbaijan.”
