Pursuant to the Presidential Decree no. 650 of the Republic of Azerbaijan dated October 19, 2015 "On reducing the number of types of business activities requiring special permits (licenses), simplifying the procedures for issuing special permits (licenses) and ensuring transparency", the Ministry of Economy successfully continues issuing licenses through "ASAN Service" centers, except for cases arising from state security. In light of reforms in the licensing and permitting sphere, since the end of 2015, the Ministry of Economy issued 12,707 licenses from November 2, 2015 to June 30, 2022, and 839 licenses for six months of 2022.

In pursuance of Part 2 of the Presidential Decree of the Republic of Azerbaijan dated August 31, 2015 "On some measures to increase transparency in the provision of public services, and ensure licensing and e-registration procedures at the place of residence" and Clause 4.1 of the Presidential Decree no. 1205 of the Republic of Azerbaijan dated January 21, 2017 on the approval of the “Regulations on the “Licenses and Permits” portal, the Ministry of Economy, in cooperation with State Agency for Public Service and Social Innovations under the President of the Republic of Azerbaijan, has created a "Licenses and Permits" portal for issuing licenses and permits in electronic form.
Since March 1, 2018, the Ministry of Economy has provided acceptance of applications through the portal for electronic issuance of licenses for 23 types of activities, receipt of feedback from 8 relevant departments and processing of the results. In 2022, efforts kept on to improve the activities of the "Licenses and Permits" portal, integrate information systems into the portal, and for 6 months of 2022, 473 electronic licenses were granted to entrepreneurs through the portal. In total, 2,874 electronic licenses were issued through the portal from March 1, 2018 (when the Licenses and Permits portal was launched) to June 30, 2022.
