The Ministry of Economy continued to issue licenses through “ASAN service” centers, SME houses and the “Licenses and Permits” portal, except for cases arising from state security, throughout 2024. As a result of the reforms carried out in the field of licenses and permits since the end of 2015, the Ministry of Economy issued 17,142 licenses (including 2,054 during 2024) from November 1, 2015 to December 31, 2024.

In order to implement Part 2 of the Decree No. 588 of the President of the Republic of Azerbaijan dated August 31, 2015 “On increasing transparency in the provision of public services, some measures in the field of electronic registration and licensing procedures at the place of residence” and Clause 4.1 of the Decree No. 1205 dated January 21, 2017 “On approval of the Regulations on the “Licenses and Permits” portal”, the Ministry of Economy, together with the State Agency for Public Service and Social Innovations under the President of the Republic of Azerbaijan, has created the “Licenses and Permits” portal for the electronic issuance of licenses and permits.
The Ministry of Economy has provided the opportunity to receive applications through the portal for the electronic issuance of licenses for 23 types of activities, receive opinions from 8 relevant agencies, and formalize the results. During 2024, work continued on improving the operation of the “Licenses and Permits” portal and integrating information systems into the portal, and 1,408 electronic licenses were issued to entrepreneurs through the portal. In total, 5,898 electronic licenses were issued through the portal from 01.03.2018, when the “Licenses and Permits” portal began operating, to 31.12.2024.
