With the exception of cases related to national security, the Ministry of Economy continued throughout 2025 to issue licenses through the ASAN Service centers, SME Houses (KOB Houses), and the Licenses and Permits Portal.
As a result of the reforms implemented in the licensing and permitting system since the end of 2015, the Ministry of Economy issued a total of 20,064 licenses between 1 November 2015 and 30 June 2026.
Pursuant to Part 2 of the Presidential Decree No. 588 of 31 August 2015, "On Certain Measures to Increase Transparency in the Provision of Public Services and to Digitalize Residence Registration and Licensing Procedures," and Clause 4.1 of Presidential Decree No. 1205 of 21 January 2017 approving the Regulations on the "Licenses and Permits" Portal, the Licenses and Permits Portal was established to enable the electronic issuance of licenses and permits.
The Ministry of Economy has enabled the Portal to accept applications for the electronic issuance of licenses covering 23 licensed business activities, obtain opinions from eight relevant government authorities, and process and finalize licensing decisions electronically.
During the January–June 2026 period, efforts continued to enhance the functionality of the Licenses and Permits Portal and integrate additional information systems with the platform. During this period, 692 electronic licenses were issued to entrepreneurs through the Portal.
Overall, from the launch of the Licenses and Permits Portal on 1 March 2018 through 30 June 2026, a total of 7,859 electronic licenses were issued via the Portal.
