With the exception of cases arising from state security, the issuance of licenses by the Ministry of Economy through “ASAN Service” centers, SME Houses, and the “Licenses and Permits” portal was successfully continued throughout 2025. As a result of the reforms carried out in the field of licenses and permits since the end of 2015, a total of 19,029 licenses were issued by the Ministry of Economy between 1 November 2015 and 31 December 2025.
For the purpose of implementing Part 2 of the Decree of the President of the Republic of Azerbaijan No. 588 dated 31 August 2015 “On Certain Measures to Increase Transparency in the Provision of Public Services and to Electronize Residence Registration and Licensing Procedures,” as well as Clause 4.1 of the Decree of the President of the Republic of Azerbaijan No. 1205 dated 21 January 2017 “On Approval of the Regulation on the ‘Licenses and Permits’ Portal,” the “Licenses and Permits” portal was established to enable the electronic issuance of licenses and permits.
The Ministry of Economy ensured, via the portal, the acceptance of applications for the electronic issuance of licenses for 23 types of activities, the receipt of opinions from 8 relevant authorities, and the formalization of results.
In 2025, efforts to improve the operation of the “Licenses and Permits” portal and to integrate information systems into the portal were continued. On 02 June 2025, a new version of the portal was launched, and 1,334 electronic licenses were issued to entrepreneurs through the portal.
Overall, from the launch of the “Licenses and Permits” portal on 01 March 2018 until 31 December 2025, a total of 7,210 electronic licenses were issued through the portal.
