Industrial parks

An industrial park is a territory that has the necessary infrastructure and management entities for entrepreneurial activities, used to produce competitive products and provide services through the application of modern technologies, which contributes to the efficient operation and development of entrepreneurs.

In accordance with the Presidential Decree of the Republic of Azerbaijan dated January 22, 2021 on improving the management of industrial parks, industrial districts and agro-parks, the Agency for Development of Economic Zones was established in our country. The principal purpose in the establishment of the Agency is to prepare and ensure the implementation of activities related to the organization, management and development of industrial parks (except for the Balakhani Industrial Park), industrial districts (except for industrial districts established in the Nakhichevan Autonomous Republic) and agro-parks, as well as to implement the measures of state support provided in this direction.

The goals of establishing an industrial park include:

  • developing competitive industrial production based on innovative and high technologies, creating favorable conditions for the provision of services and supporting entrepreneurship in this area;
  • ensuring sustainable development of the economy, including the non-oil sector;
  • increasing the availability of the country for domestic and foreign investment;
  • increasing employment of the able-bodied population in the sphere of production.

In line with the legislation, the following incentive measures are applied in industrial parks:

  • incentive measures in tax and customs (in accordance with the Tax Code of the Republic of Azerbaijan and the Law of the Republic of Azerbaijan “On Customs Tariff”, residents of industrial parks shall be exempt from property tax, land tax, income tax or profit tax for 10 years from the date of their registration, including from VAT and customs duties for 7 years on the import of machinery, technological equipment and structures imported for production purposes);
  • providing the industrial park with infrastructure;
  • determining the lower limit of land rent;
  • simplifying administrative procedures;
  • organizing services for the effective implementation of entrepreneurial activities.

Sumgayit Chemical Industrial Park was established by the Decree of the President of the Republic of Azerbaijan dated December 21, 2011. In the territory of Sumgayit Chemical Industrial Park, it is planned to create competitive products (works, services) and processing enterprises in petrochemical and other priority industries. The territory of Sumgayit Chemical Industrial Park is 613 hectares. In Sumgayit Chemical Industrial Park, which is the largest industrial zone of our country and the region as a whole, 41 enterprises have been granted resident status. The actual number of operating enterprises has increased to 24.

Also, a Vocational Training Center providing vocational training in various directions operates under the Economic Zones Development Agency.
Balakhani Industrial Park was established in Baku city by Decree No. 1947 of the President of the Republic of Azerbaijan dated December 28, 2011. The managing organization of Balakhani Industrial Park is "Tamiz Sheher" OJSC. In total, 27 residents have been registered in the park and 18 of them have started their activities. The main goal in the creation of this park is to create favorable conditions for potential entrepreneurs and investors interested in the field of reproduction.
According to the Decree No. 1255 of the President of the Republic of Azerbaijan dated June 3, 2015, the Garadag Industrial Park is located in the Garadag district of Baku. was created. Garadag Industrial Park has one resident, which is "Baku Shipyard" LLC.

Also, Mingachevir Industrial Park was established by Decree No. 1077 of the President of the Republic of Azerbaijan dated February 26, 2015. 2 factories of "Mingachevir Tekstil" LLC, registered as a resident of Mingachevir Industrial Park, with a total capacity of 20,000 tons of yarn production from cotton wool ("Ring" and "Open End"), Azerbaijan on February 27, 2018 It was launched with the participation of the President of the Republic.
In order to develop the pharmaceutical industry in our country, the Pirallahi Industrial Park was established on an area of ​​30 hectares by the Decree of the President of the Republic of Azerbaijan dated September 14, 2016. Currently, 7 enterprises are registered as residents in Pirallahi Industrial Park, 2 of which have already started operating.
For the purpose of revitalizing Karabakh and developing its industrial potential, according to the Decree of the head of state dated May 28, 2021, in an area of ​​190 hectares Aghdam Industrial Park was established. Currently, 28 business entities have been granted residency status in the Industrial Park, and 4 entrepreneurs have been granted non-residency status. There are currently 9 enterprises operating in the park.
The "Araz Valley Economic Zone" Industrial Park, which is located in a convenient area in terms of logistical possibilities, was established on an area of ​​200 hectares by the Decree of the head of state dated October 4, 2021. Currently, 13 business entities have been granted residency status in the Industrial Park, and 1 entrepreneur has been granted non-residency status. Currently, 1 enterprise operates in the park.
Hajigabul Industrial Park was established by the decree of the head of state dated June 12, 2024. The park covers an area of ​​60 hectares. Currently, 14 business entities have been granted residency status in the Industrial Park. Currently, 118 business entities are registered as residents in the Sumgayit Kimya, Hajigabul, Mingachevir, Garadag, Pirallahi, Balakhani, Aghdam and "Araz Valley Economic Zone" industrial parks. received. 55 of them have already started operating.
A total of 1483 (in the 9 months of the current year - 164) confirmation documents were issued to the residents of the industrial parks, with which 489 million manats (in the 9 months of the current year - 28.06 million manats) from taxes and customs duties were paid to those economic entities. exemption applied.
