As per the "2023 Admission Plans of higher education institutions, scientific institutions and organizations of the Republic of Azerbaijan for doctoral and dissertation training" approved by the Order No. 261s of the Cabinet of Ministers dated March 10, 2023, the Institute for Scientific Research on Economic Reforms of the Ministry of Economy announces admissions for the year 2023 to the doctoral studies (full-time and part-time) and dissertation studies for the preparation of the doctor of philosophy, and to the dissertation studies for the preparation of the doctor of sciences.
Documents must be submitted personally to the Department of Science, Education and Career Development of the Institute for Scientific Research on Economic Reforms of the Ministry of Economy from 11:00 a.m. to 5:00 p.m. (excluding Saturdays, Sundays and holidays).
Admission will be held in 12 specialties:
Citizens of the Republic of Azerbaijan who have completed the master's level of higher education (defending a master's thesis) or whose education is equivalent to it are admitted to doctoral studies (full-time and part-time) under the Doctor of Philosophy program on a competitive basis.
A person who has completed the full course of a doctoral studies (former postgraduate course) cannot be admitted to a doctorate again in the same specialty.
Those intending to be admitted to the doctoral program take entrance exams in a foreign language (in one of English, French, German), philosophy, and a specialized subject within the curricula valid for the master's level of higher education.
The foreign language exam is held by the State Examination Center of the Republic of Azerbaijan. Those who have a valid international language certificate (IELTS, TOEFL, TestDaF, DELF, DALF, STANAG) are exempted from the foreign language entrance exam. The equivalence of the exam results of the international language certificate to the passing score is determined by the State Examination Center.
Those who do not participate in the foreign language exam or do not get a passing score are not admitted to the philosophy exam, and those who do not participate in the philosophy exam are not admitted to the specialty subject exam.
Candidates who have completed a master's degree in higher education (defence of a master's thesis) or equivalent, who have certain achievements in the relevant field of research and whose main place of work is a higher educational institution, scientific institution and organization, scientific and scientific-pedagogical personnel with at least two years of scientific or scientific-pedagogical work experience can submit a document.
Thus, those who wish to obtain a Ph.D. degree pass an exam in a foreign language (in one of English, French, German) at the State Examination Center of the Republic of Azerbaijan within the scope of the valid curricula for the master's degree of higher education. Those who have a valid international language certificate (IELTS, TOEFL, TestDaF, DELF, DALF, STANAG) are exempt from the foreign language entrance exam. Compliance of the results of the exam of the international language certificate with the passing score is determined by the State Examination Center.
The Ph.D. degree is the main requirement for those who wish to enroll in doctoral studies.

It should be noted that preference will be given to those candidates who scored the same points in the exams in the doctoral admissions competition, those who have a high GPA (Grade Points Average) for undergraduate and graduate studies, who have research and analytical skills and experience, taking into account the relevance of their primary scientific topics, who speak a foreign language(s) at a good level.
Potentially deserving candidates who will be awarded the title of doctoral student and dissertation candidate of the Institute will be given the opportunity to be involved in labor activities in the future structure of the Institute within the framework of the relevant law.
The admission of foreigners or stateless persons to doctoral studies is also carried out by a contract concluded between the scientific institution and the foreigner or stateless person in accordance with the international agreements that the Republic of Azerbaijan is a party to, the laws of the Republic of Azerbaijan "On Science" and "On Education". The education of foreigners and stateless persons in doctoral studies and dissertations is conducted on a paid basis.
A notarized copy of the diploma of higher education and a certificate of recognition of the diploma must be submitted by foreigners and stateless persons educated in foreign countries.
