Scope of using special customs procedure for inward processing expanded

There was an 85% increase in the value of goods imported for the inland processing customs procedure for export, and a 77% increase in the number of companies using the procedure last year, compared to 2022.

The inland processing special customs procedure carried out in Azerbaijan consists of bringing certain goods to the territory of the country without customs duties and taxes, including VAT, for the purpose of export after processing operations. Processing operations mean the preparation, processing, reprocessing and repair of goods. Internal processing of goods in our country is mainly carried out in two directions - for the purpose of repair and processing. The procedure is applied to the development of the processing and service sector, to stimulate export activity.

So far, a number of changes have been made to the rules for placing goods under a special customs procedure for inward processing. As a result of the changes, the owner of the procedure has the opportunity to bring raw materials or materials from any country to the country and export them to the buyer in any country after processing them in the time provided by the legislation, in addition to the purchase agreement. In addition, the provision of mandatory security for the payment of customs debt has been eliminated, and the documentation process for obtaining a permit to use the procedure has been simplified.

The analysis of business entities' applications for the procedure shows that the procedure was used more actively in May 2022 after the oblivion of the guarantee requirement was removed. At the same time, new enterprises joined the process after the possibility of using the procedure was created on the basis of the purchase and sale agreement in April 2023.

An 85% increase was observed last year, compared to 2022, in the value of goods imported for domestic processing for export, and a 77% increase in the number of companies using the procedure.
