Information on tax revenues and other payments for January-July 2022

Tax revenues

In January-July 2022, the state budget received 9 billion 136 million 62.5 thousand manats of taxes through the State Tax Service under the Ministry of Economy, and the forecast was fulfilled by 108.7 percent. Compared to the similar period last year, tax revenues increased by 73.2 percent or 3.9 billion manats.

Revenues from the non-oil and gas sector amounted to 5 billion 181 million 192.9 thousand manats, which corresponds to the forecast by 101.1 percent. In addition to the forecast, 56 million 785.9 thousand manats were received in the state budget. Compared to the similar period last year, tax revenues from this sector increased by 35.9 percent or by 1 billion 367 million 998.1 thousand manats.

 

Social Security Premiums

In January-July 2022, in the context of the "whitening" (formalizing) the number of employees and the wage fund, the receipt of mandatory state social insurance contributions amounted to 2 billion 609 million 464.5 thousand manats, having increased by 17.6 percent or 391 million 262.7 thousand manats compared to the similar period last year, and the forecast was fulfilled with an excess of 44 million 238.1 thousand manats. Revenues from non-budgetary organizations grew up by 18.8 percent compared to the same period last year, amounting to 1 billion 647 million 115 thousand manats, which corresponds to the forecast by 101.6 percent.

Revenues from unemployment insurance premiums increased by 19 percent compared to the same period last year and amounted to 90.9 million manats, which corresponds to the forecast by 104.9 percent. Revenues from non-budgetary organizations grew up by 19.5 percent to 66.1 million manats, which corresponds to the forecast by 103.4 percent.

Compared to the similar period last year, revenues from compulsory health insurance premiums grew up by 40.5 percent to 458.6 million manats, which corresponds to the forecast by 103.3 percent. Revenues from non-budgetary organizations increased by 52.8 percent to 311.6 million manats, which corresponds to the forecast by 101.8 percent.

 

Number of Employment Contracts

The stimulating tax policy, which has been implemented for more than 3 years, has led to significant changes in the labor market. As a result of measures aimed at registering jobs, “whitening” the wage fund and ensuring transparency, the number of concluded employment contracts increased by 292.1 thousand units compared to the beginning of 2019 and reached 1 million 694.1 thousand as of August 1 this year. In the non-oil private sector, the same performance increased by 261.1 thousand to 801.0 thousand units. 

 

Registered Taxpayers

As of August 1, 2022, the number of active taxpayers increased by 3.6 percent to 688,968 people compared to the beginning of the year. In the reporting period, the number of active VAT payers increased by 7.2 percent to 37,190, while the number of active facilities (business entities) grew up by 2.9 percent to 188,609 compared to the beginning of the year.

 

Introduction of Online Cash Registers

The State Tax Service is introducing new generation cash registers (CR) in the country. To date, 67,755 CRs of new generation have been installed in the country. The use of new generation CRs made it possible to carry out settlements more transparently, prevent illegal turnover of goods and ensure control over the turnover. In January-July 2022, the turnover recorded by the new generation CRs amounted to 13 billion 229 million 241.6 thousand manats, which is 60 percent more than in the same period last year.
