Support for Stimulating Exports of Non-Oil and Gas Products and Covering Transportation Costs

Under the Decree of the President of the Republic of Azerbaijan dated June 9, 2026, up to 70% of transportation costs incurred in the export of non-oil and gas products of Azerbaijani origin are covered by the state. This support will reduce logistics costs for entrepreneurs and strengthen the competitiveness of local products in foreign markets. The support mechanism has been in effect since September 1 of this year.

The amount of support to be paid to entrepreneurs is determined based on the type of transport used for export, taking into account transportation costs and customs value. In terms of transportation costs, the calculation amounts to 70% of the expenses paid for cargo transported by rail, air and sea, as well as by vehicles registered in Azerbaijan, and 50% of the expenses for transportation by foreign-registered vehicles.

Based on customs value, the calculation amounts to 5% of the value for sea transport and 15% for other modes of transport. The lower of the two amounts calculated is paid as the support amount.

In addition, starting from September 1 of this year, the state will cover 70% of transportation costs incurred in transporting non-oil and gas products of Azerbaijani origin produced in the Nakhchivan Autonomous Republic to other parts of the country. This support will help producers operating in Nakhchivan deliver their products to other regions of the country on more favorable terms and expand their sales opportunities. The mechanism will remain in force for exports and domestic transportation carried out until September 30, 2036.

Entrepreneurs may collect documents confirming export or domestic transportation operations carried out during each quarter and submit them to the Ministry of Economy after the end of that quarter. Based on these documents, the support amount will be calculated and paid to the entrepreneur.
