Regular Meeting of the Coordination Group Operating under KOBİA Held

The meeting discussed a mechanism for the phased provision by private-sector entities of services currently provided by government agencies to SMEs, exporters, and investors.

The regular meeting of the Coordination Group operating on a permanent basis under the Small and Medium Business Development Agency (KOBİA) of the Ministry of Economy was held.

The meeting, organized with the participation of representatives of relevant government agencies represented in the Coordination Group, discussed a new mechanism envisaging the phased provision by private-sector entities of services currently provided by government agencies to micro, small, and medium-sized enterprises, exporters, and investors.

Chairman of the Coordination Group and First Deputy Minister of Economy Elnur Aliyev noted that the development of entrepreneurship and improvement of the business environment are among the priorities of the country’s economic policy. He emphasized that the optimization and digitalization of services and the introduction of innovative approaches are of particular importance in this area. Joint discussion and development of the new mechanism with the participation of institutions responsible for entrepreneurship development will enable the preparation of a more comprehensive final document.

During the meeting, proposals on mechanisms for the phased provision by private-sector entities of services to micro, small, and medium-sized enterprises, exporters, and investors were presented. Representatives of government agencies shared their views on the proposed approach and received answers to their questions.

It should be noted that, under the Decree of the President of the Republic of Azerbaijan dated February 24, 2026, the development of mechanisms for the phased provision by private-sector entities of services to micro, small, and medium-sized enterprises, exporters, and investors currently provided by government agencies was commissioned. At present, the state determines public policy in the field of entrepreneurship, government agencies provide services to businesses, and the results of these services are monitored. With the introduction of the new mechanism, the operational, technical, and organizational functions related to services provided to businesses are envisaged to be gradually transferred to the private sector. In developing the relevant mechanism, particular attention will be paid to ensuring the continuity and quality of services provided to businesses, maintaining their social accessibility, ensuring data security and confidentiality, as well as preventing conflicts of interest.

The Coordination Group operating on a permanent basis under KOBİA was established pursuant to a Resolution of the Cabinet of Ministers dated January 13, 2024. Representatives of around 30 government agencies are represented in the Coordination Group.
